This is the current-design OEM replacement HSS tapered twist drill for Snappy's 11/64" Tapered Drill Countersink (part 44008). It replaces the earlier part 49411 and uses a round shank that seats in the countersink's reusable hex-shank holder, so you keep the same countersink body and just refresh the cutting drill.
